As the Griffin Housing Authority moves forward with its redevelopment program regarding the Meriwether Homes, it is required by United States Department of Housing and Urban Development to submit support letters for the tax credit application. Award of the CDBG would require the City of Griffin to match the grant with an amount to be determined after completion of the engineering report. Matching funds would be budgeted in FY2017 budget. The water and wastewater infrastructure in the CDBG target area are in significant need of repair. Both systems have been in operation for over 75 years. Approximately forty percent (40%) of the water mains and one hundred (100%) of the sewer system needs replacement due to age and reduced capacity due to pipe deterioration. The proposed application includes the first of three (1 of 3) zones of planned water and wastewater infrastructure improvements in southwest Griffin.

The commissioners approved: to Purchase for the Water and Wastewater Department an F250 Pick Up Truck from Speedway Ford in the lowest bid amount of $31,909.40 and surplus an existing 1999 Dodge 1500 with 123,689 miles on it.

This is lowest and best qualifying bid. The VFD will replace the existing High Service Pump. The pump is one of two pumps which pump finished water from Molena to Griffin.

Approved: award of lowest and best bid and construction contract to McCoy Grading, Inc., for the GDOT LMIG program year 2015 in the amount of $433,149.37 for the Public Works and Utilities Department and amend the budget accordingly. In 2014 the City of Griffin agreed to use the funding from Georgia Department of Transportation LMIG funds and SPLOST funds to improve drainage, mill and resurface portions of Meriwether Street and N. 15th Street, sections of curb and gutter, as well as sidewalks, in conjunction with the new Meriwether Homes Project.

Approved: a Task Order to Paragon Consulting Group for the construction management of the GDOT LMIG 2015 project in the amount of $20,870.00 for the Public Works and Utilities Department and amend the budget accordingly. Paragon Consulting Group will oversee construction and engineering specification of the GDOT project on Meriwether Street and N. 15th Street which includes milling, resurfacing, manhole and valve adjustments, drainage considerations and sidewalk work.

Approved: a parking configuration to add on-street parking spaces to the east side of North 5th Street.
Business in the area has requested additional on-street parking in front of 110, 120 and 324 N. 5th Street. Ample Right Of Way exist to add the parking easily. Approximately nineteen (19) spaces will be added which will assist area business and add parking for the Solomon Street Park area. Adjacent property owners have been contacted and are in agreement.

Approved: changing the name of Thomas Packing Company Drive to Thomas Drive. Since there is no longer a Thomas Packing Company located on this premise, it would be more convenient to shorten the name of the street to Thomas Drive. Although the street is self-contained within the City of Griffin property it is still listed as a City street. There are no addresses on this street as the parcel on which the new electric facility sits is technically listed as 1010 N. Hill Street.

Approved: expenses for Chairman Hollberg and Commissioners Todd and McCord to the MEAG Power Annual Conference, July 13-15, 2015. Commissioner Todd is the approved voting delegate to the Conference. Registration for Commissioners will total $390 and is a budgeted item. Travel expense for Commissioners will approximate $2746 ($1752 for hotel and $994 for mileage) and is a budgeted item.

In a letter to the board commissioner Flowers-Taylor said “I apologize for not being available for the budget hearings, however, I spoke with all of the Commissioners, prior to leaving about a win/win opportunity for residents and the BOC. I will ask to have our budget submission changed related to the possibility of receiving some revenues from our recycling/trash services. These fund could purchase equipment for that service and fund the education information required to make real recycling a viable part of a county resident’s lifestyle. After lengthy discussion it was decided to make no changes to the refuse collection budget this year but look for ways to make it better next year.

Commissioner Flowers-Taylor requested:   “Consideration for funding for extended hours at the three Recreation Centers this summer.  I am asking for 3000 out of our 2015 contingency fund to keep our part time P&R employees at all 3 recreation centers to  help supervise kids. I suggest that gyms open from 10 a till 8 pm. I believe that this gang recruiting problem that we have is the entire community’s responsibility, and for that reason I am prepared to ask others to provide us with softball, volleyball, basketball equipment, Board games and movies to keep the kids occupied.
The commissioners Approved $2,000 from the contingency fund for keeping the centers open and to ask the city for matching funds.

The Commissioners Approved acceptance of a Right Of Way deed for “The Lakes Parkway” from the Griffin-Spalding Development Authority.

More than $250,000 in scholarships have been awarded to 126 Gordon State College students through the Gordon State College Foundation.

The money will be distributed for use during the 2015-16 academic year.

“These funds show that companies, organizations, families, and individuals have chosen to partner with the Gordon State College Foundation to help deserving students cover some of the cost of attending college,” said Rhonda Toon, executive director of the Gordon State College Foundation. “Developing or supporting a scholarship is a perfect way for a donor to connect with the future by making a difference in a student’s life.”

More than 20 percent of the students receiving a scholarship are enrolled in bachelor degree programs. Of those students, the average scholarship award totals $2,000. Other awards average $1,800 each.

Seven new scholarship endowment funds have been established at Gordon in the past two years.

Among the newest scholarship awards is one given to students who attended the Super Scholarship Saturday event in January. During the event students entered a drawing for scholarships up to $1,000.   Another is the Founders Day Celebration and Scholarship fundraiser event, sponsored by the Foundation, which was first held in Spring 2014 and raised enough money to endow a scholarship. The Spring 2015 event doubled that endowment.

CLICK  TO HEAR THE INTERVIEW WITH ATTORNEY SHEPHERD

The Board of Education issued the following Press Release Monday afternoon.

The Griffin-Spalding County Board of Education was served with a lawsuit this morning by one of its members.

Michael Kendall filed a lawsuit against the Griffin-Spalding Board of Education on Monday, May 11, 2015. In his suit, Kendall, who is also a member of the Board of Education, complains about the process by which the school board is conducting the search for a new superintendent of schools.

The school board had previously agreed to employ the services of Griffin RESA to assist in conducting the superintendent search.  On March 30, 2015, the school board with Kendall in attendance voted unanimously to approve the search process.  The board is currently following the approved process in conducting the superintendent search.

On Tuesday, May 5, 2015, the school board met in a called meeting for the purpose of reviewing the applications that were received as part of the search process.
Thursday, May 7, 2015, Mr. Kendall requested that he be given additional time to review the applications.

Contrary to Kendall’s public statements, arrangements were made for Kendall to have additional time to review the applications.

James Westbury, board chair, stated “It is disappointing that Mr. Kendall has chosen to file this merit less lawsuit against his fellow school board members.  The board is following the procedures in the superintendent search that were unanimously approved by the board members.  When Mr. Kendall asked for additional time to review the applications, the board, in conjunction with Dr. Stephanie Gordy of Griffin RESA, made arrangements to accommodate his request.  The board intends to continue the process of finding the best qualified superintendent to lead our school system and will not allow Mr. Kendall to disrupt the process with this frivolous lawsuit.”

Griffin High School Class of 2015 graduate Cornelius Randolph, whose career on the diamond helped spark a resurgence of the Bears’ baseball program, was selected Monday by the Philadelphia Phillies with the tenth pick overall in the opening round of the Major League Baseball first year player draft.  Randolph, who is committed to play collegiately at Clemson should he forego signing with the Phillies, played multiple positions during his high school career and most notably hit .528 during his senior season. He projects in the eyes of most scouts as either a second baseman or shortstop at the next level. Randolph’s selection in the first round marks the first time a Griffin High player was selected in the opening round since 2008 when Tim Beckham was the top overall pick in the draft by the Tampa Bay Rays. His selection also made Randolph the first Bear to be chosen in the MLB draft since Telvin Nash went in the third round to the Houston Astros in 2009.

SHERIFF

SHERIFF LADSON O’CONNOR. MONTGOMERY COUNTY GEORGIA

In South Georgia Montgomery County Sheriff Ladson O’Connor was killed early Tuesday when he wrecked his vehicle  while pursuing an armed suspect.  The suspect later surrendered after exchanging gunfire with authorities.  GBI spokeswoman Sherry Lang said the incident began around midnight in Toombs County, about three hours southeast of Atlanta. Deputies there were assisting a motorist when the driver of another vehicle — believed to be 35-year-old Jim Edward Lowery — “attempted to leave the area” after spotting the officers according to the GBI.

The deputies’ then attempted to initiate a traffic stop. Lowery fled, and Sheriff O’Connor joined in the chase when it continued on Ga. 56 into nearby Montgomery County.

“During the pursuit, Sheriff O’Connor lost control of his vehicle, wrecked.  He was pronounced dead at the scene.

What may have led O’Connor to lose control was unclear.

Investigators indicated either Lowery or a 36-year-old passenger in his vehicle identified as Nicole Dixie Best fired shots at officers during the chase.

The Montgomery County Coroner had the body of Sheriff O’Connor transported to the State Crime Lab for a determination as to the exact cause of death.

The chase came ended near the town of Uvalda, where state troopers had placed “stop sticks” on the road. Lowery crashed his vehicle and managed to escape but was apprehended about 9:30 a.m. Tuesday, Georgia State Patrol SWAT team members located Lowery in McNatt Falls, a town in Montgomery County. Lowery surrendered after an exchange of gunfire.

The GBI stated that Lowery had sustained an injury to his leg but it is unknown at this time if the injury is a result of the shooting or if it occurred while he was on the run from law enforcement.

Lowery was arrested and charged with three counts of aggravated assault on a police officer and one count of fleeing and attempting to elude a police officer. The passenger in his vehicle, was also detained and “is being held in the Montgomery County jail as warrants are being obtained for her arrest said the GBI..

It was unclear at this time what charges Dixie Best will face.

The GBI is investigating both the chase and the officer-involved shooting that occurred during Lowery’s apprehension.

Sheriff O’Connor, age 42, had served as the Sheriff of Montgomery County since January 2013. He leaves behind a wife and four children.

Bill Taylor WKEU owner and General manager said, in the late 1960′s and 70′s, I was a Deputy Sheriff in Butts County, before I went back into the US Army.  Any time we loose a law enforcement officer and to include a Sheriff that is elected by his citizens to lead his county is a loss for all Georgians. The entire WKEU family sends our prayers to Sheriff O’Connor’s family and children.  It is Law Enforcement Officers, and Service members of the US Armed Services that have given their all to protect and defend,  their legacy becomes the beacon of our Great Nation.  Sheriff O’Connor is a National Treasure like so many that have gone before him for their fellowman.  We all owe these great Americans more than we can ever repay.
