The Spalding County Commissioners met on Monday night July 20th at then Courthouse annex.
During the meeting the Commissioners presented a Proclamation to Spalding County Resident, Reginald J. Jones, honoring his participation in historic events which advanced the cause of freedom. 50 years ago Mr. Jones was a foot soldier in the Selma to Montgomery voter’s right march.
The Commissioners approved on second reading an Ordinance Amending the Motor Vehicles and Traffic, Section of the Code of Ordinances of Spalding County to provide for No Parking on “The Lakes Parkway”. This is requested by The Griffin Spalding Development Authority for all Industrial Park Roads.
The Commissioners approved on second reading an Ordinance to provide for a 35 MPH Speed Limit on the Lakes Parkway. This was also requested in all Industrial Parks by the Development Authority.
The Commissioners approved an amendment to the zoning ordinance replacing the previous Official Map with the new Official Map adopted by the Commissioners on July 20, 2015.
The Commissioners also approved by a 3/1 vote to include the $4,690,000 Aquatic Center on the pay as you go list for the 2015 SPLOST. The location will be determined at a later date. Commissioner Bart Miller voted against placing the Aquatic Center on the SPLOST.
The Commissioners approved an amplification permit for Stephanie Banks for a birthday party at Griffin Moose Lodge on Saturday, July 25th from 7:00 p.m. until 11:00 p.m.
Also approved a street light district for Sun City Peachtree – Pod 37B and Pod 37B. Residents of the Pods pay for the street lights on their yearly tax bills.
The Commissioners approved: a $404,605.00 Contract with the Office of the Public Defender for Indigent Defense Services in Spalding County for FY 2016. This is a budgeted amount.
The Commissioners tabled, for clarification until Thursday July 23rd zoning meeting, a contract with Three Rivers Area Agency on Aging for Senior Nutrition Program to be provided at the Senior Center. This is the contract for the new nutrition program approved by the Commissioners earlier this month.
Also approved was a request from The Magistrate Court to purchase a 2016 Ford Escape in the amount of $19,212.46; low bid from Speedway Ford to replace a 2004 Ford Taurus that was totaled by the insurance carrier. This is one of the two vehicles the two Constables utilize daily to issue papers across Spalding County.
Approved a request from Griffin Main Street for the use of fund balance of approximately $26,000 accumulated over the past several years to assist in maintaining their accreditation with the Georgia Main Street Program.
A request from the Spalding County Office of Homeland Security to apply for the 2015 Emergency Management Performance Grant in the amount of $7,500.00 was approved. To purchase a messaging system for the 911 Center that interfaces with the 800 MHz radio system and smartphones. The grant will cover 85% of the messaging system cost. Spalding County’s share would be 15% or $851.25.
The Commissioners appointed Smokey Page to the McIntosh Trail Community Services Board to fill the unexpired term of Joe Ward, Jr. to expire December 31, 2016.
The Commissioners approved a request from the Parks and Recreation Advisory Commission to appropriate an additional $10,000 in the FY2016 Budget for the purpose of hiring an intern for the winter quarter. The intern will assist with marketing and sponsorships.
The commissioners went into closed session to discuss the future acquisition of real estate.
