
SPALDING COMMISSIONERS
The first order of business at the Spalding County Commissioners Meeting May 2nd:
Mr. Jeffrey Shannon, 7613 Connell Drive, Jonesboro, GA, was recognized for his donation of $10,000 to assist with funding the Disc Golf Course at Dundee Lake Park in memory of his father Mr. Donald Carl Shannon. Jeffrey is passionate about the sport and looks forward to incorporating his love for disc golf and his love for his Dad. Every time he plays disc golf, he will think about his Dad.

Recognized Ms. Christine Napier as the 2016 Bain Proctor Award for Volunteerism Recipient. In recognition of National Volunteer Month, the Bain Proctor Award celebrates the spirit of volunteerism in our local community. It is also is about recognizing volunteer efforts and inspiring people to seek out ways to engage in their communities. Recognizing volunteers during National Volunteer Month gives communities an opportunity to highlight the many ways volunteers make a difference in their community to make life better as they serve in areas of need.
Ms. Christine Napier is involved in numerous volunteer activities and is a member of various groups. She is a member of the First United Methodist Church, the Pulaski Daughters of the American Revolution, the Continental Society Daughters of the Indian Wars, the Daughters of the Colonial Wars and many more. She volunteers at the Governor’s Mansion twice a month and Brightmoor Hospice each week. Ms. Napier also participates in many senior activities, and she is frequently taking someone to the doctor, grocery store, or to pick up medications on a regular basis. Ms. Christine Napier has a volunteer’s heart and embodies the true meaning of being a volunteer.
The Commissioners Approved: a Proclamation celebrating the 65th Anniversary of the National Day of Prayer and declaring May 5, 2016 as National Day of Prayer in Spalding County, Georgia. A National Day of Prayer was establilshed by the Continental Congress in 1775, and in 1952 the United States Congress approved a Joint Resolution setting aside a day each year to recongize the tradition of prayer in our natiion; and in 1988, this law was amended and signed by President Ronald Regan, designating the first Thursday in May as the official National Day of Prayer. Ms. Nadine Graham, 1708 Ethridge Mill Rd, Griffin, requested the Proclamation and on May 5th at 12:00 noon on the veranda of the Spalding County Courthouse will have a short program and prayer. Ms. Nadine Graham was present to receive the proclamation.
The Commissioners approved a Proclamation “nunc pro tunc” honoring St. Luke Overcoming Church of God who hosted the 78th Missionary and Prayer Brand Convention held on April 21-23, 2016. The proclamation was presented to the congregation at Saint Luke Overcoming Church of God on April 21, 2016 by Commissioner Flowers-Taylor. Conventioneers came from all over Georgia, Alabama, Mississippi, Tennessee, and as far away as New York.
The Missionary Prayer and Brand was established in 1938 and has been active for 78 years. During those 78 years the Brand Convention has been hosted by The Saint Luke Overcoming Church of God 3 times. 1966, 2010 and April 2016.
The Commissioners approved on second reading an Ordinance to provide for a four way stop at the intersection of Jackson Road and Wallace Road. The Sheriff’s department requested the two-way stop be made a four-way stop to assist in the increase in traffic anticipated by the construction of the Dollar General Distribution Center.
Approved on second reading an ordinance to provide for no parking on Quilly Street from Elm Street to the Griffin City Limit. Primarily this new ordinance will assist day to day use. During large tournaments temporary use can be authorized.
The Commissioners Approved a request for Outside Amplification Permit request from Oak Hill Baptist Church for their “Freedom Fest” Festival event to be held on Sunday, June 26, 2016 from 6:00 p.m. – 10:00 p.m..
Approved a recommendation from Life Environmental Services, Inc. to award the contract for asbestos abatement at the Old Fairmont School to Southern Environmental Services, Inc. low bid, in the amount of $56,253.00. The Board of Commissioners approved Life Environmental Services, Inc. to oversee the asbestos abatement and disposal at the Old Fairmont School Demolition/Renovation project.
The Commissioners approved a Master Services Agreement with Civic Plus to provide emergency notification system for Spalding County residents.
Spalding County residents along with Spalding County staff have not been pleased with the level of service provided by the current vendor Code Red. Over the course of the past 3-4 months County Staff have interviewed potential vendors to take over the contract which will terminate soon. Of the vendors interviewed, staff unanimously agreed that Civic Plus was the best option available to both the County Staff and its 68,000 residents.
The Commissioners tabled temporarily a resolution supporting the replacement of the Jordan Hill Bridge by the Georgia Department of Transportation.
The Commissioners tabled temporarily a recommendation of the Spalding County Fire Department for naming it’s new administration building.
After lengthy discussion the Commissioners approved a Griffin-Spalding Business and Tourism Association Intergovernmental Agreement, Articles of Incorporation and By-Laws. Griffin-Spalding Business and Tourism Association will serve as Spalding County’s Destination Marketing Organization as required by the Department of Community Affairs for the proposed 8% Hotel/Motel Tax proceeds. If the City or the County finds the agreement unsatisfactory they can cancel the agreement with a 90 day notice to do so.
