It was a long night at the Griffin City Commissioners Meeting Tuesday evening February 9th.

During the CITIZEN COMMENTS  section of the meeting seven citizens, including preachers, addressed the board on the hiring of the new police chief. They felt the police chief should have been hired from within the Griffin Police Department.  At times there was applause from the audience.
Just a few of the comments to the commissioners were:
.this decision does not make us happy.
.the process was fair but should never have taken place.
.we will not support this chief.
.what are we gonna do? Pull together to get change?
.time for something to happen in Griffin.
.the NAACP is nothing but racism.
.you chose him because you don’t like Homer Daniels.
.give Homer the job Frank Strickland just vacated.
.you made the wrong decision.

Mayor Dick Morrow explained again the process thru which the new chief was chosen.
Commissioner Morrow, Hollberg, McCord, Ward, and Flowers at times defended their positions as they were singled out.

Commissioner Cynthia Reid Ward left her seat and addressed the commissioners as a private citizen. She said, “I want to address the board to apologize for what you had to endure. You have a hard job. I have served 14 years and can count on 1 hand the churches that have availed themselves. I have no problem with the new chief. I fully support him. No one from my district has called me. We have been called names on facebook. I guess I’m apologizing.  I’m passed being embarrassed.  I’m ticked off'”.

The commissioners:
Approved:    a Proclamation declaring February 14, 2016 to be Rotary Has Heart Day in Griffin. Several club members were present to accept the Proclamation on behalf of Rotary. This Proclamation celebrates Rotary’s 111 years as the world’s first and one of the largest non-profit service organizations with over 1.2 million members who adhere to the Rotary motto of “Service Above Self” to provide humanitarian service, encourage high ethical standards and promote good will and peace in the world.

The commissioners:
Approved:  a Proclamation declaring February 24, 2016 to be Arbor Day 2016 in the City of Griffin.  This February celebrates the 144th celebration of Arbor Day, a special day to be set aside for the planting of trees, which serve to not only beautify our City but also to increase property values, positively impact the environment, produce oxygen, enhance economic vitality and provide a source of joy and spiritual renewal.  Kreg Jenkins, Environmental Technician with the City of Griffin, accepted the Proclamation on behalf of the city.

The commissioners:
Recognized:   Serena Panter, with the Customer Service Department, as the January 2016 “Strongest Link” award recipient. Serena has been with the Customer Service Department for a number of years and holds the position of  Customer Service Representive II. Her Customer Service skills are excellent.  She has a positive attitude and is very upbeat. Serena has the authority and trust to  make needed adjustments on customer accounts. She is also the Trainer for the Customer Service Department. She trains new Cashiers and CS I/Phone Reps.  Her challenge for 2016 is to take her notes, forms and worksheets and compile them into a training manual for the Customer Service Department.
The “Strongest Link” Award is given monthly to a deserving employee who has demonstrated excellent performance and productivity, loyalty, professional pride and other noteworthy accomplishments. The recognized employee receives one day off with pay, a gift certificate from a local restaurant, a “Strongest Link” plaque and the symbolic “chain” they will be the custodian of until a subsequent employee is recognized.

The commissioners:
Approved:   on second reading, an Ordinance amending the Code of Griffin, Chapter 78,
Streets, Sidewalks & Other Public Places by enacting a new Article IV, Utility Accomodation Policy and Issuance of Right-Of-Way Permits. This ordinance is to adopt the GDOT Utilities Accomodations Manual and also establishe the procedure for permitting ROW use and occupancy.
The public rights of way within the City are valuable assets. While they primarily provide space for public streets and highways, rights of way (ROW’s) also are the location for public infrastructure (water, sewer, stormwater, electric) and accomodate many public utilities (telephone, cable tv, internet, data services).  ROW’s provide a potential revenue source to cities from utility installations within the ROW and pole attachment agreements.
The City has received an application for a Right-Of-Way permit from a telecom company that wants to establish a fiber base within the City, for lease to an active telecommunications provider. These companies, known in the industry as “backhaulers”, own the fiber network but provide no direct services.

Approved:   on second reading, an Ordinance amending the Code of Griffin at Chapter 2,
ADMINISTRATION, and the Unified Development Code at Article 4, PROCEDURES.
This ordinance restates the City’s policy of non-discrimination, to fairly administer government services, without favor or disfavor, to applicants.

The commissioners:
Approved:   a resolution to rename that portion of Pimento Avenue that begins at Meriwether Street and ends at Park Road to “Park Road”. All owners of property contiguous to the road proposed to be renamed, and certain public agencies such as the U.S. Postal Service, have been notified.  With the redevelopment and rebranding of this area to the Park District, changing the street name would help create a gateway and connection between the Oaks at Park Pointe, City Park and the City Golf Course.

Approved:  an agreement with Grant Specialist of Georgia Inc. to prepare the City of Griffin’s FY2016 Community Home Investment Program (CHIP) Grant application to the
Georgia Department of Community Affairs (DCA).  DCA is no longer funding down payment assistance programs through the CHIP program. The fee for Grant Specialist of Georgia Inc. to prepare the CHIP application is no cost to the city. However, administrative fees will total $6,000 to be paid if the grant is awarded.

The commissioners:
Took  no action at this time to approve to purchase a canine from Detection Dogs of America LLC and amend the budget accordingly. This canine will replace service dog Freddy that was retired due to medical reasons on November 11, 2015.

Approved:   to allow MEAG Power to continue to make voluntary deposits of 50% of funds into the City of Griffin Flexible Short Term Portfolio and 50% of funds into  the New Generation and Capacity Intermediate Portfolio and authorize Chairperson and City Manager to complete the election form.

Approved:  of the upgrade and install of fiber by Four Seasons Cable to substation 8 across from The Lakes at Green Valley for the cost of $27,000. This upgrade to the fiber path will provide bandwidth to new industrial customers, resulting in improved functionality while providing the possibility of new data revenue from future industrial customers, and enhanced communication to substation 8.

The commissioners:
Appointed:  Tim Jones  to the Griffin Environmental Council to fill the unexpired three-year term of Alan Stanfield, set to expire 12/31/16.

Approved:   a Resolution approving the issuance of $8,990,000 General Obligation Sales Tax Bonds, and $725,000 Taxable General Obligation Sales Tax Bonds.  The Bonds are to be repaid through proceeds of the 2015 Spalding County SPLOST, commencing April 1, 2016. Proceeds will be used to fund payoff and acquisition of One Griffin Center, a new fire headquarters and aerial truck, and remodeling and repurposing of Old City Hall.

Spalding County

The Spalding County Commissioners met Monday night at 6pm in the meeting room of the courthouse annex.

During the meeting the commissioners recognized Janie Clark, Chairman of the Council on Aging who gave a brief update to the Board. She reported that since the county approved taking over the meals on wheels program 6 months ago it has been highly successful.  The Council on Aging has reorganized their bylaws but is still non-profit and able to receive charitable funds from organizations such as United Way. William Wilson County Manager said the meals program at the Senior Center is successful and there are 2,266 memberships at the Spalding County Senior Center.

Miller Edwards of Mauldin & Jenkins LLC. gave a presentation of the 2015 Comprehensive Annual Financial Report. The General Fund Balance has increased 1.5 million for the last 2 years. The County has a 3 million in reserves which is about 1 month of operations for the county. The pension plan has 6.5 million which is 77 percent funded. The average is 82 percent. Mr. Edwards also said the pension plan is affected by the stock market. There were no findings this year. And the Bond Rating is A1.  William Wilson said, “Let me explain it so that everyone understands it. Our revenues have exceeded our expenditures.”

Fire Marshall, Harold Williams, and Fire Safety Officer, Lt. Rocky White, of the Spalding County Fire Department gave a comprehensive presentation to the Board regarding the New Image Trend Incident Reporting System that has been implemented at the Fire Department. This system streamlines the incident reporting between fire stations. The plan is to have a fully intergraded system with county and city fire departments, and the sheriff and the griffin police departments.

The commissioners introduced via a visual presentation a new Citizens Request App for iPhone and Android devices. It has been Bata tested for 4 months now without problems. This is a modern day electronic system to help Spalding County Serve the citizen’s better.  Individuals  can report community issues to the county by using their mobile apps.

The commissioners approved a Proclamation recognizing the Georgia City-County Management Association’s 60th Anniversary of service to Georgia’s leaders, cities, and citizens. GCCMA membership represents several state agencies in addition to representatives of the Association of County Commissioners of Georgia and the Georgia Municipal Association.

During the Citizen Comment portion of the meeting several members of the Griffin Youth Soccer Association (GYSA) came before the board to thank them for their support in lighting the Soccer fields. They currently have 500 kids signed up in the soccer program for the current year.

The commissioners approved on second reading an Ordinance, Requested by Commissioner Miller, to reduce the speed on Rover Road from Moreland Road  west approximately one mile to the Spalding/Pike County Boundary line  from 35 M.P.H. to 25 M.P.H.

The Commissioners approved an application and resolution to join the National Joint Powers Alliance. This group is like the “state contract” or “GSA” contract and they bid out projects yearly and membership will allow the county to buy from their project bids.  In particular, they bid out Sports Lighting, this is needed for the Soccer Lights at Wyomia Tyus Olympic Park (WTOP) (2015 SPLOST Bonded Project), leverage of this membership would make it possible to get this SPLOST project completed before the end of the calendar year.

The Commissioners also approved a contract with Musco Lighting (lowest bid) for equipment to light Soccer fields at Wyomia Tyus Olympic Park. Estimated cost was $460,000.  Materials cost is $346,000 and installation cost is $82,000 for a grand total of $428,000 or $32,000 below budget estimates! The lighting will be funded from the 2015 Splost.

The commissioners approved a contract with Judicial Correction Services, Inc. to provide probation services to the Superior Court of Spalding County at no cost to Spalding County. Requested by the Chief Judge of the Griffin Judicial Circuit.

Approved a recommendation of the Animal Care and Control Advisory Board to set the fee of unaltered animal permits at $100.00. Animal owners who wish to maintain an intact animal must apply for an unaltered permit with Spalding County Animal Control.  A certificate will be issued identifying the animal as a permitted unaltered animal and must be made available for inspection at all times.

Approved on first reading an ordinance REMOVING  the means by which and applicant for a license to retail sell alcoholic beverages within 101 feet and 300 feet of a private residence may otherwise be eligible to obtain such license.  The Ordinance was changed in October of 2015 and no applications have been submitted for consideration at this time.

The commissioners after some discussion decided to locate the Pickle ball Facility at Tyus Park on Cowan

Commissioner Flowers-Taylor, requested the commissioners discuss the use of the “old jail property” 230 East Broad Street by the Spalding County Collaborative Authority for Families and Children. Since the Collaborative is a legislatively created Authority and has essentially all volunteers and no direct funding they are requesting to locate at the Broad Street Property for no rental fees.  Facility is currently vacant and the County is funding the utilities and alarm system for the location.

The commissioners directed Jim Fortune, the county attorney, to work up a lease agreement for 1 year with The Spalding County Collaborative Authority for Families and Children for use of 230 East Broad Street “Old Jail Property.” They pay the utilities and the alarm cost. Any remodeling inside must come before the board for approval since this is an historical building.
