The Spalding County Commissioners met Monday night at 6pm at the Courthouse annex meeting room.
The first order of business Ms. Kelly Leger, Recreation Superintendent from the Spalding County Parks & Recreation Department presented to the board the 2013 Georgia Recreation and Parks Association District and State Awards recently received.

The Commissioners approved: a request of Harold Lyon 142 Morris Mill Road for an amplification permit to hold a Christmas Party on Saturday, December 14, 2013 from 6:00 PM until 10:00 PM at his home All adjacent property owners have been notified. Sheriff Beam noted on the application request that he had a loud music call from that location on 12/17/2011, 11/10/2012, and 11/08/2013. Mr. Lyon had initially requested the permit from 6:00 PM until 2:00 AM. The Commissioners changed it from 6:00 to 10:00 PM.
Approved: a request from Griffin-Spalding Athletic Hall of Fame to relocate their display to 841 Memorial Drive adjacent to the Pars & Recreation Administrative Offices. GSCAHOF has been searching for a more permanent location for their display where it can be more easily accessible to the public. The group requests that the County rent the facility to them for $1.00 per year and other valuable consideration and plans on asking the City of Griffin to pay the utilities associated with the building. This space formerly housed the Ceramics program and indoor shuffleboard court. Potential rental income is estimated at $1350 per month for the 2400 square foot facility. The commissioners noted they normally would not approve this type of request but this will help the county as a tourist attraction.
After lengthy discussion the Commissioners took no action on the request from Georgia Department of Transportation to evaluate alternate designs for replacement of the Jordan Hill Road bridge over Cabin Creek and respond to their letter requesting the County select and move forward with a final design for replacement of the bridge. The DOT has indicated they will fund only Alternate one which calls for closure of the roadway to replace the bridge. With Alternate 1 the County is only responsible for relocation of utilities and acquiring the necessary right of way. Any other alternative selected would have to be funded completely by the County. In the last few days Poultey Homes sent a letter to the commissioners that they will pay for a culvert under the bridge that will allow for one lane of traffic while the bridge is being replaced. This will keep traffic flowing and will probably save GDOT money. The commissioners will present this plan to GDOT.
The Commissioners Approved: the Griffin-Spalding County Hospital Authority Grant to the Spalding County Board of Health in the amount of $14,000 for flu shots.
Approved: ratification of the appointment of Community Development Director Chad Jacobs to fill the position vacated by Ricky Clark as recommended by Homeland Security Director Kenny West.
Approved: on first reading an Ordinance amending the Spalding County Personnel Ordinance to re-define the workweek and provide for biweekly payroll. Ordinances require two readings for adoption. The amendment is necessary to implement the Board’s direction of a bi-weekly payroll beginning in 2014.
At the request of Commissioner Bart Miller the commissioners amended the agenda and approved that if the Griffin High School Football team gets to go the Dome and play for the state championship “Big Blue” could be used IF REQUESTED. All cost to be paid by the School System or the Football Booster Club.
At the request of the County Manager the board went into an Executive Session.
