Dear Utility Leaders,

We are writing to express our concern about the ever-escalating cost of Plant Vogtle and the unfair impact of these cost increases on our constituents, who are customers ofparticipating electric membership cooperatives (EMCs) and city utilities that are partners through the Municipal Electric Authority of Georgia (MEAG).

After Westinghouse went bankrupt last year, Southern Nuclear• an unregulated subsidiary of Southern Company• took over the construction of Plant Vogtle and declared a new day: no more delays and cost overruns. Now, only eight months after what was understood to be the last, highest budget was approved by the Georgia Public Service Commission, Southern Company announced $2.3 billion in additional cost overruns in August.

As part of this announcement, Southern Company pledged that its shareholders would absorb Georgia Power’s share of the increase. This puts a disproportionate cost burden on EMC and city utility customers – our local utilities don’t have the luxury of shareholders to absorb these additional costs and will have to increase rates even higher. This approach is unfair and anti-competitive,

Please ensure prior to voting in support of moving forward as required by the amended Co-Owners Agreement, that a cost cap is established that protects all Georgia electric ratepayers from this and future overruns.

Sincerely,

Members of the Georgia General Assembly
